csprd02 comment - description for <note>

Hi all,

"A comment that contains information about <source>, <target>, <segment> or <unit> elements."

Actually note can be on <group> and <file>, but not on <segment>, so the description above is incorrect. Maybe it need to be more
generic (about what is a note rather than where it can occur).
