csprd02 comment - wrong agent?

Hi all,

The specification has the following PR for the type attribute:

"Writers updating the attribute type MUST also update or delete subType."

Shouldn't this be a PR for Modifiers rather than Writers?

The same goes for the PR in subState:

"Writers updating the attribute state MUST also update or delete subState."

Shouldn't this be a PR for Modifiers rather than Writers?
