csprd03 - incorrect values for appliesTo in change_tracking.xsd

The schema change_tracking.xsd uses the XLIFF core definition for the appliesTo attribute of the <revisions> element. But the
specification describes other values:

Value description: Any valid XLIFF element which is a sibling, or a child of a sibling element, to the change track module within
the scope of the enclosing element.
]]

I'm also not quite sure what 'valid XLIFF element' is right here. Shouldn't that be: "The name of any XLIFF element..."?

Note also that if you keep track of a deleted element, per this definition its appliesTo value can be invalid since it's not a child
or a child of a sibling element anymore.
