XLIFF 2.1 WD - Section order: 5.9.6 should be after 5.9.7, 5.9.8

Hi,

It would be more logical to start the list of ITS data categories with the ones already in XLIFF (5.9.7) and then the ones with a
partial overlap (5.9.8), and then the ones added (5.9.6).

I propose to move the current section 5.9.6 after 5.9.8.
