Glossary element on Unit level only

Dear all, 

I would like to understand the motivation for why the glossary element is allowed on the Unit level only. Would it not make sense to also have a glossary on the File and/or Group level? This could help avoid duplication of contents when the same term occurs in multiple units. Thanks.
