Comment annotations with "ref" and "value"

Description of Comment Annotations at http://docs.oasis-open.org/xliff/xliff-core/v2.1/os/xliff-core-v2.1-os.html#commentAnnotation says that if “value” is missing, there must be a “ref” attribute pointing to a <note>.

 

What should be considered the text of the comment when both a “value” and a valid “ref” attribute exist?
