Fragment Identifier Registration

Hi,

 

The registry for fragment identifiers is not mentioned in latest XLIFF specification. It is mentioned on the XLIFF wiki at https://wiki.oasis-open.org/xliff/FragIDPrefixRegistration 

 

If it is not part of the specification, why should XLIFF 2 validators flag as invalid documents using fragment identifiers with un-registered prefixes?
