Requirement on marking spans of content

To continue the discussion we have started for the requirements 1.5/1.6:

Here is a try:

"Must allow to associate spans of content with metadata."

Examples of potential information associated with a span of content:

- flag indicating the span must not be translated
- flag indicating the span is a term
- Reference ID used by an external a user-defined annotation to annotate the span with custom metadata
- Translator comment
