[xliff] Migration strategy ballot

Hi all,

I have sent out ballots for the migration strategy document to the email
addresses of the TC. These are expected back by August 19th. Tony had done
something clever before where people who did not receive the original mail
could be included in the email when you select 'reply to all'. I have not
been able to do that so would appreciate you adding the other email address
as suggested in the ballot email. I will be on holiday for the next few
weeks so if there is a problem please contact one of the officers.
