XLIFF TC Recommends XHTML as AIR 1.0 approved spec format

The XLIFF TC has voted to approve a TC sponsored memo
recommending that XHTML be permitted as an approved spec format.

We will be sending the memo to the OASIS Board of Directors
with this recommendation.
