Strange requirement for ec element

Hi,

While working with XLIFF 2.0 I found that <ec> element doesn’t have any required attribute, while I would think that at least id is required. For example for <sc> id is required. Is this intentional? If yes, how the XLIFF processor should
 match <ec> tags between source and target?
