Spec draft published with internal links

Hi,

The new merger tool has been updated and now it is possible to publish main spec and core with proper links to elements and attributes.

New versions of the spec published as HTML are now available on GutHub, at https://github.com/oasis-tcs/xliff-xliff-22/tree/master/xliff-22
