No, indeed.  The point of URNs (meaning URIs beginning "urn:") is not
that they can't be resolved, but that they aren't bound to a specific
use of some specific protocol.  An urn:isbn: URI probably can't be
resolved, unless the book is an electronic one; OTOH, an
urn:newsml:reutershealth.com URN definitely can be, though we don't
currently provide a publicly accessible URN resolver.
