I have to admit that I'm enjoying a Microsoft tool that produces markup
in no explicit namespace.

The URN business is silly, but heck, it's a namespace URI.  Not like
you're supposed to _do_ anything with it, right? 

(And the document doesn't do anything with it, actually! Well, okay, the
schema does.)
