I agree with both Simon and Michael.

Sometimes you have a simple spec that could be subsumed by a more expansive
spec but is not.  For, example GPX for GPS interchanges vs GML as the more
expansive spec.

Having two specs should be avoided if possible, at another level it allows
the GPS community to run with something simple - and simple sells and
spreads like wildfire.  It also can burn you for later enhancements.

You have to decide how wide ranging and inclusive you want to be.  Is it
truly a "standard".  Proper design should go from requirements to some
proposals - which can be tortured complex crap - to a final simplification.
Sometimes the final simplication stage never happens.  Simplication can be
accomplished with conformance levels or extensible frameworks or
"architectures" being a way to avoid complexity and having to specify every
last item for everyone - eg: HL7, GML, DITA.

Part of what I've always liked about XML is that you don't have to be a 
professional schema designer to walk up to it and get things done.

And given a lot of the professional designs I've seen, that may be the 
key to why it actually took off.
