TagSoup (which is about HTML parsing, not XML parsing), does something
like this: if it can't find a prefix declaration for "foo:", it
generates a mapping from "foo:' to "urn:x-prefix:foo".
(Currently it always does this, as it ignores namespace declarations.
That'll be changed in the next version.)
