I'm not really interested in whether or not XML allows mathematical precision about data. To be honest, I haven't the foggiest idea what that means anyway.
More usefully, can you tell me exactly how
<org.w3.svg>
is less able to communicate data specifically than
<svg:svg xmlns:svg="http://some-silly-uri-id-have-to-go-look-up">
?
