There's perhaps another point that I should have included here: back in 1998 Java was the only game in town. It's easily forgotten that back then, Microsoft was backing Java. I forget the exact chronology of Microsoft's break with Java, but in 1998 Java was the obvious choice for any developer who wanted their software to run anywhere; and once established as the leading platform for anything XML-related, it had a natural advantage.
