Under association types we have:

operates-on?

I take that in the sense of XMLSpy "operates on" Windows 2000?

Seems awkward to me but I don't have a good alternative to suggest.

Possibly, "requires" ?

Seems a little broader since you could then specify things other than 
the OS that may be necessary.
