[xri] New XRI Charter language

Marc LeMaitre has put together new language (or notes on adding new
language) to the TC Charter. This is all within the bounds of what I believe
OASIS allows in charter clarification. 

I'll be sending out a revised agenda tomorrow morning (Wednesday) to reflect
the discussion raised in this Charter language proposal.
