[xri] strawman requirements document

Hi All,

To get the ball rolling in the TC, a few of us have spent some time putting
together a strawman requirements document.  This is very much a first draft
and has many comments (using the Word comment feature) embedded.  Please
review and send comments to either the mail list or to any of the authors
directly.
