[xri] More useful w3c reading

Some articles to chew on for some thinking about what exactly URIs
represent. These article do not represent any consensus at w3c (in fact,
perhaps a minority opinion in at least one case), but they do lay out a
conceptual framework and bring up some of the issues with thinking about
HTTP URIs as general purpose identifiers.
