Draft W3C Finding on Versioning XML Languages

Thought this might 
be interesting to folks here. Only tangentially important to what we are doing, 
from my first very quick scan.

Should be noted that 
this is a *draft* finding that is likely to go through intense revision and is 
far from a consensus document on the part of TAG. It also appears quite 
ambitious and may overlap with other documents published outside the TAG.
