Updated XRI 1.1 Issues List

XRI TC Members and Observers:

Although summer vacations and travel schedules have made progress slow,
members of the XRI Editor's SC and other TC participants have continued to
make progress towards resolving some of the XRI 1.1 issues. This email
contains an update to the issues list based on last XRI Editor's SC call.
