I hope we are settled on the 0-1 cardinality of element/attributes

If we decide to go with attributes, then URI and URITemplate can only
be a choice if the actual elements are distinguished, i.e., there is
<Link> and an <Link-Template> that have the same type of attributes.
In this case, URI probably should be changed to HREF since a
URITemplate is not actually a URI.
