Comments in JIRA. This issue was closed/deferred so to reopen to needs a 2/3 majority vote.
martin: our standing rules says that we need 2/3 majority to reopen
Gil: have a proposal based on discussion with Adrian

Martin: AlexH pointed out that he prefers to stick to our decision to defer and make it a primer issue
Gil: happy to leave it where it is
Tom: this is a material change, but putting in the primer would be good too
Gil: yes it would be a material change

Adrian: Gil and I were trying to create a plan to make things self-evident
... avg. app dev is not going to read a spec. So it is important arrange a plan so that an avg. developer would grok this for the general case.
Tom: we are trying to avoid 3rd PR, but interop would push in that time frame anyway.
Gil: we have come to the conclusion that rejecting good ideas to avoid 3nd PR is not a good thing to do
Martin: do we want to reopen this?
Gil: AlexH is not on the call
Martin: we can hold this off till next week
Gil: having referenceable services inlined and in services section is harder to parse, but not by much
Tom: is there a usecase where initially u didn't share but later did?
Adrian: yes
Martin: not the same as programming languages and local/global variables
