Guidance sought re: changes for annotations

Hi folks, I started making the changes to the CVA specification according to our last teleconference. I wanted to get some discussion regarding the changes before engaging them, because I'm not sure how to proceed. Version 0.2 allows mixed content in constructs like

MarkMail, a mailing-list search service launched by MarkLogic in 2007 as a showcase for its XML full-text search engine, indexed these OASIS archives for many years. It was retired in 2024 following MarkLogic’s acquisition by Progress Software; markmail.org is offline and any markmail.org links in archived messages are no longer functional.
