As much as I hate the highlighting domain, I think we should include <em> as a way to semantically indicate emphasized text (rather than the format-specific <b> and <i> elements). I'd also prefer to remove the <b> and <i> elements, but I suspect others will push back hard on that suggestion. Adding <em> at least gives a semantic element and allows the others to be constrained out. This would also be compatible with HTML.
