strategy for identifying DTD/schema artifacts

Are the PUBLIC id and URN naming conventions documented in the DITA 1.2
spec. somewhere?  If not, they should be.

MarkMail, a mailing-list search service launched by MarkLogic in 2007 as a showcase for its XML full-text search engine, indexed these OASIS archives for many years. It was retired in 2024 following MarkLogic’s acquisition by Progress Software; markmail.org is offline and any markmail.org links in archived messages are no longer functional.
