DOCBOOK-APPS: Modifying chapter headings not working

Hello,

I am trying to modify the chapter headings through a XSL
customization file. An older post to this mailing list
stated this solution:

<xsl:param name="local.l10n.xml" select="document('')"/>
	<l:i18n
xmlns:l="http://docbook.sourceforge.net/xmlns/l10n/1.0";>
		<l:l10n language="en">
			<l:context name="title">
				<l:template name="chapter" text="%n. %t"/>
			</l:context>
		</l:l10n>
	</l:i18n>

Well, this is not working for me. Strangely, the code below
succesfully changes the navigation text:

<xsl:param name="local.l10n.xml" select="document('')"/>
	<l:i18n
xmlns:l="http://docbook.sourceforge.net/xmlns/l10n/1.0";>
		<l:l10n language="en">
                        <l:gentext key="nav-next"
text="Foo"/>
		</l:l10n>
	</l:i18n>

I use saxon6_5_2 with DocBook 4.2 on a Win2k machine.

Is it a simple syntax error, or do i have to use a different
approach to change the chapter headings?
