Are you using version 1.61.2 of the stylesheets?
In common/en.xml, you can see that the gentext
key for hyphenation-character is ‐ which
fop does not recognize, so it prints a # instead.
The solution is to get either version 1.61.3 or 1.62.0.
Those use the ordinary '-' character instead.
