Many apps must and do know where to find fonts.

pseudo code:

case OS
   when 'Win9*'
     look_in 'C:\WINDOWS\FONTS\'
   when 'Mac OS X'
     look_in # ...
# add as many OSs as possible
# also look in any directory supplied in the rc file
