Propose to move DocBook: TDG

Hi folks,

It turns out that CircleCI have a much more generous timeout for jobs,
so we can build DocBook: The Definitive Guide there and publish it
automatically.

I’ve started testing, you can see the interim results here:

  tdgtest.nwalsh.com

I hope to push this through to the actual github.com/docbook repo
within the next couple of days.
