I think the issue 291 was from the old sourceforge numbers. When moved to github, it became issue 71.

I think "license" was addressed in Larry's legalsection proposal, which looks to have been incorporated in 5.2b07

Jirka sent mail on 8/14 that the RNC was updated here: https://github.com/docbook/docbook/pull/118 
and looks like it was merged on Sep 30, 2019.

I think this issue 71 can be resolved.
