RFE 513426: Text alternative for tables

Just like graphics, WAI guidelines require a text alternative to be
provided for tables.

I propose that we address this by adding textobject to tables:

Changing the content model of table to:

<!ENTITY % tbl.table.mdl
	"((%formalobject.title.content;), (%ndxterm.class;)*, textobject*,
          (graphic+|mediaobject+|tgroup+))">

And the content model of informaltable to:

<!ELEMENT informaltable %ho; (textobject*, (graphic+|mediaobject+|tgroup+))>
