Error on DocBook XML 4.2 DTD with Turbo XML version 2.3.1 from Tibco Extensibility

The DocBook XML 4.2 DTD gives an error with Turbo XML version 2.3.1 from
Tibco Extensibilty on line 5268 of file dbpoolx.mod:
                         %local.bibliorelation.types;)       #IMPLIED

Replacing this line with:
                         )       #IMPLIED

removes the error and allows to use the DTD.

But this work-around does not respect the functioning of the original DTD.
Can you provide a better solution.
