Bad comment in dbnotnx.mod

James Michael Wright points out[1] that there's an error in the
comment in dbnotnx.mod in DocBook V4.3CR3. It mistakenly claims to
contain declarations for ISO entity sets. I have corrected this bug,
but would prefer not to publish a CR4 release for this minor error.
