You could, maybe, try putting the bridgehead at the end of the preceding
list item. Kind of ... eewww, yuck! ... but ...

<variablelist>
  <varlistentry>
    <term>...</term>
    <listitem>
       <para>...</para>
       <bridgehead>New Subsection</bridgehead>
    </listitem>
  </varlistentry>
 ...
