OK, I think we can resolve much of the misunderstanding by specifying that DR is not part of RM. Delivery Receipt Functionality: If the From Party MSH requests a DR (deliveryReceiptRequested= Signed
Unsigned ) and does not receive it, then the From Party MSH will Retry with the same exact message (same MessageId). Since IMs will see this as a duplicate, we need retryCount in Via so IMs will pass this Retry. The To Party MSH must handle duplicates. All this, while very similar to RM, will NOT be called RM.
