I am not sure whether we should use a reference to the SOAP:Body element to point to the content of the SOAP:Body element. I would prefer to use the option of leaving out the href attribute on the PartInfo element.
This however still requires a change to the Core Spec as it currently states that: "The absence of the attribute href in the element eb:PartInfo indicates that the payload part being referenced is the SOAP Body element itself."
This should be changed to: "The absence of the attribute href in the element eb:PartInfo indicates that the payload part being referenced is content of the SOAP Body element."
