         Environment: The CIQ v3 schema were streamlined by removing a lot of non-essential attributes around content latency control. One idea would be to provide an optional latency control element - that uses block of repeatable XPaths to locate to content items - and attach those atttributes.  This is much cleaner - only impacts those elements needing latency - rather than every element.

Tweak CIQ v4 draft schema to introduce optional dynamic latency mechanism using XPaths.  This will make the v4 backward compatible with v3 - but much easier to use.
