Please review this latest version of the DE 2.0 specification. This is a cleaned up version in open document format with changes accepted. If you need a pdf version or you would like to review the changes, you can find both of these versions in the docsInProgress folder in the zip file at http://www.oasis-open.org/apps/org/workgroup/emergency-if/download.php/43675/DE_2.0_schema_ver09_HAVE_Examples.zip, along with the latest version of the schema, the QuickReference, and the HAVE examples.
