Regarding parts of CAP that don't validate with XSD:
- There are parts of CAP that do validate with XSD but the validation isn't included in the XSD in the spec.  See https://github.com/google/cap-library/blob/master/schema/cap12_extended.xsd
- For other types of validation, see https://github.com/google/cap-library/blob/master/java/src/com/google/publicalerts/cap/CapValidator.java
I can't certify that these are complete, but the code has been used fairly extensively over the past few years, eg in http://cap-validator.appspot.com
