5 Conformance reads in part: 

"if its namespace name is "urn:oasis:names:tc:emergency:edxl:tep:1.0", and the element is valid according to the schema located at http://docs.oasis-open.org/emergency/edxl-tep-v1.0/edxl-tep-v1.0.xsd"; 

I'm not at all certain what you mean by "element." Do you mean to say an xml instance that begins with the <TEPMessage> as its root element? 

If so, why not say that?
