Section 4.1 "Routing Header" refers to OASIS EDXL-Distribution Element (DE) routing header, but OASIS EDXL-Distribution Element (DE) does not appear in the normative references. 

Moreover, 3.4.1 EDXL Distribution Element (EDXL-DE) 

refers to: 

"EDXL Distribution Element (EDXL-DE) V 2.0 was approved as an OASIS standard in … 2012." 

At least as far as the OASIS standards page, https://www.oasis-open.org/standards 

Emergency Data Exchange Language (EDXL) 
Distribution Element, v. 1.0 
OASIS Standard EDXL-DE v1.0, 1 May 2006 

Is the only version of EDXL that is an OASIS standard. 

Please check and confirm as I may be missing something. If correct, you need to revise the date reference from 2012 to 2006.
