Neither [EDXL General Functional Requirements] nor [EDXL Distribution Element Implementer's Guide] are cited in the text. 

While non-normative references are additional materials which may be helpful for readers/implementers, references are not general bibliography but items to be cited and discussed in the text. 

If you aren't going to cite/discuss these materials in the text, delete them and the section Non-Normative References if there aren't any references to appear in that section.
