    Resolution: No action required. The schema does include the namespaces declared in the prose specification: <xsd:schema xmlns:xsd="http://www.w3.org/2001/XMLSchema"; xmlns:ct="urn:oasis:names:tc:emergency:edxl:ct:1.0" xmlns:xal="urn:oasis:names:tc:emergency:edxl:ciq:1.0:xal" xmlns:tep="urn:oasis:names:tc:emergency:EDXL:TEP:1.1" xmlns:ns1="urn:oasis:names:tc:emergency:edxl:tep:ct:1.0" xmlns:ext="urn:oasis:names:tc:emergency:edxl:extension:1.0" targetNamespace="urn:oasis:names:tc:emergency:EDXL:TEP:1.1" elementFormDefault="qualified">.
