Starting with edxl-have-v2.0-wd02.doc (SVN: https://tools.oasis-open.org/version-control/browse/wsvn/emergency/HAVE/edxl-have-v2.0-wd02.doc)
Add in the Data Dictionary (SVN: https://tools.oasis-open.org/version-control/browse/wsvn/emergency/HAVE/edxl-have-v2.0-DataDictionary02-WORKINGDOCUMENT.doc)
Save as edxl-have-v2.0-wd03.doc
DECISION: Editor to decide on *.doc or *.docx format (advice from Chair - use *.docx if feasible)
