Another response... We in OASIS have gotten used to namespace documents (RDDL) at the URI for a namespace definition, and that document connects you to the various schemas.  But this is not uniformly done across the XML space. Tooling generally can figure out how to find a particular schema. The tooling I use (a subset of Toby's) found the GML schemas just fine using the namespace definitions in the artifacts. I will double check in the morning that nothing accidentally changed. But tooling for XML typically involves some significant knowledge and configuration of your particular tooling. You can't rely on a web browser to find what you need - for example, the implementation of the urn side of the URI space is pretty spotty. But namespaces do NOT have to point to anything at all. Grab any of the schemas. Take any one of the imported spaces. My question was really a technical question to assess the impact of the situation.  What does happen when an XML instance is created that refers to a schema element that can't be found (as in serviceArea refering to gml:AbstractFeature)?  If one of our XML examples referred to that element, what would happen when someone tried to use it?
