It would reduce consensus to do as requested in this restated issue.
This is a document structure issue, as well as a separate issue on the normative nature of the TEMIX profile
The TC has repeatedly voted to retain the TEMIX profile as a useful subset. Moving it to an appendix would make it non-normative.
When and if there is more than one normative profile in the EMIX work product, we will structure the documents differently. This is not a change in normative nature, only a documents structure issue, and incurs significant overhead and delay.
The editorial use of TEMIX has been narrowed per other accepted IRC comments.
